What is a skin condition that makes the skin have those white dried out scaly feel?

          No its was something else. It was genetic i understand and its kinda like when you have some newly healed skin its like white and sorta crumbly if you put it between your fingers and grind it a bit like

                  Op, There are like 5 types of psoriasis.

                  So if you look up pictures be aware of that. Sounds like the plaque kind. I would know.
