You can’t use the acts as evidence for this, since they’re internally inconsistent versus the other gospels and the Pauline epistles. Current scholarship clearly puts the blame on the Romans. This is almost certainly not true. There is no way Romance would cede such an important aspect of governance to the Jews, not to mention most scholarship having converged on the idea that Jesus was killed by the Romans for changing their sovereignty (claiming to be the King of the Jews).
